Prof. Hewas born in Yunyang, Chongqing, in June 1964.

From September 1980 to July 1984, he majored in Highway Engineering in Chongqing Jiaotong University and got a bachelor’s degree. From September 1984 to May 1987, he majored in Bridge, Tunnel, and Structural Engineering in SWJTU and received a master’s degree. From May 1987 to September 1995, he served successively as a teaching assistant, lecturer, and Deputy Director of the Teaching and Research Office in the Department of Bridge and Underground Engineering of SWJTU. From October 1994 to September 1995, he studied Japanese in the Preparatory School for Chinese Students to Japan in Northeast Normal University. From October 1995 to February 2000, he studied and worked in the Faculty of Science and Engineering, Waseda University, and got a doctoral degree. Since February 2000, he has served successively as a Professor (February 2000), Head of the Department of Underground Engineering (May 2000), doctoral supervisor (October 2001), chief professor (January 2013), Director of the Office of Scientific Research and Development (September 2015), Assistant President (October 2015) and Vice President (May 2018) in SWJTU.

Prof. He is the State Council special allowance expert, the Ministry of Education innovation team academic leader, and the person in charge of the National Key R&D Program of China. He has served as Director of Key Laboratory of Transportation Tunnel Engineering, Ministry of Education, and Deputy Director of National Engineering Laboratory for Technology of Geological Disaster Prevention in Land Transportation. He was once a member of the Discipline Evaluation Group of the Academic Degrees Committee of the State Council, subject matter expert of National High-tech R&D Program (863 Program), department evaluation group expert of National Natural Science Foundation of China (NSFC), expert of National Railway Administration Expert Committee, Ministry of Transport western science and technology project consulting expert, expert of China Development Bank Expert Committee, academic committee member of six state key laboratories/national engineering laboratories including the state key laboratory of shield and tunneling technology, and adjunct/visiting professor of five universities including Central South University. He now serves as Executive Director of the Chinese Society for Rock Mechanics & Engineering, Vice President of the Tunnel and Underground Works Branch of China Civil Engineering Society, and Vice President of the Tunnel Engineering Branch of China Highway & Transportation Society.

Prof. He is in charge of scientific research, science, and technology platform work at provincial/ministerial level and above, cultivation, identification and construction of national and provincial “2011 Program”, innovation group and team building, construction of academic research institutes and university public sharing platforms, patents, technology transfer, and achievement transformation.
