Prof. Liu was born in Lanxi, Heilongjiang Province in 1977. In July, 1999, he graduated with a BSc degree in Machinery at the School of Mechanical Engineering from Southwest Jiaotong University. In 2007 and 2016, he was respectively awarded master's degree in Power System and Automation and Doctor's degree in primary discipline of Marxist Theory from SWJTU.

Prof. Liu has successively acted as Executive Vice Dean of School of Physical Science and Technology, Director of Human Resources Office, etc. In addition, he concurrently serves as Director of Branch of Personnel, Talents and Professional Development of Teachers in Colleges and Universities, China Association of Higher Education.

Prof. Liu is responsible for the management of logistic support, campus planning and construction, etc.

As a member of the leadership of the University, he is responsible for the liaison with the School of Economics and Management and the School of Life Sciences and Engineering.
