Mr. Zhang was born in Dazhou, Sichuan Province, in 1972. He is a member of the Communist Party of China and an associate professor with a master's degree.

In July 1995, Mr. Zhang graduated from Sichuan Normal University with a Bachelor of Law degree in Ideological and Political Education.In July 2004, he graduated from an in-service graduate program in procedural law, Sichuan University, and awarded Master of Laws. From July 1995 to September 2000, Mr. Zhang worked as a staff member and then a Discipline Inspection Supervisor (Deputy Section Chief level) at the Discipline Inspection Committee & Supervision Section of Sichuan University. From October 2000 to November 2002, he successively assumed the roles of Deputy Director of Office of Party Committee and Secretary of Party Branch of Postgraduate Group of College of Water Resource & Hydropower, Sichuan University. From December 2002 to February 2018, Mr. Zhang served as Discipline Inspection Supervisor (Deputy Director level) and later Director of Discipline Inspection Committee and Office of Supervision Section (Deputy Director level), Deputy Secretary of Discipline Inspection Committee & Director of Office of Discipline Inspection Committee, and Director of Supervision Office at Sichuan University. In 2007, he was promoted to an Assistant Researcher. From August to September 2011, Mr. Zhang studied at the University of California Irvine as a visiting scholar. Since March 2018, he has acted as Deputy Secretary of the CPC Southwest Jiaotong University Committee and Secretary of Discipline Inspection Committee.

Mr. Zhang mainly studies and practices improving conduct and building integrity, and ideological and political education, etc. He has worked as Deputy Director of Corruption Prevention Research Center of Sichuan University, a member of New Think-Tank on Corruption Prevention of Sichuan Provincial Commission for Discipline Inspection, and Executive Deputy Director Anti-corruption and Governance Research Center of Southwest Jiaotong University.

Mr. Zhang has led and acted as a major researcher in 16 provincial- and ministerial-level research projects on anti-corruption, including the Ministry of Education and Sichuan Province projects, etc.He is editor-in-chief and associate editor of five monographs and the author of over 10 academic papers. He is also the third prize winner of the Philosophy and Social Science Awards of Sichuan Province, the first prize winner of awards from the Party Building Research Society of Universities in China, the first prize and second prize winner of awards from the Society of Discipline Inspection and Supervision.
